1.Stats: Should Noivern get a stat boost, Evolution, Mega Evolution or nothing?

Noivern can get +5 BST.

Noivern would work best with a mid-evo and a side-evo. A Mega would need to focus on its offenses.

2.Should Noivern get more abilities?

Tough Claws and Strong Jaw are good options. Gale Wings, Gluttony and Pressure can also work thematically.

3. Should Noivern get more moves?

Yes. Nasty Plot and Dragon Dance are a must. Brave Bird would also be good.

4.What additional typing Noivern can have?

Psychic, Dark and Grass are options. Normal, Electric and Ghost are lesser options. Fighting, Bug and Fire can also work.
