1.Stats: Should Plusle get a stat boost, Evolution, Mega Evolution or nothing?
As a Pikaclone, Plusle would work best as a mid-evo with a pre-evo and two different evolutions.
A Mega fundamentally wouldn't work unless Pikachu gets an +180/200 BST alternate form.
2.Should Plusle get more abilities?
Electric Surge would be the only Ability worth a damn. But yes, at it only has two Abilities.
3. Should Plusle get more moves?
Yes. Plusle only has STAB moves, which aren't even that large. Any move would be a godsend, really.
4.What additional typing Plusle can have?
Normal, Dark, Steel are the only meaningful options, with Fairy making sense thematically.
