1.Stats: Should Lickilicky get a stat boost, Evolution, Mega Evolution or nothing?
Lickilicky has only potential 25 BST, which is good enough, but doesn't mean much.
An evolution would be like Porygon-Z and completely shift its BST to become more min-maxed. Though the species would prefer a pre-evolution to Lickitung.
A Mega would have to be similar to a potential evolution, but since Lickilicky has a huge HP, it can actually pull something like that off.
2.Should Lickilicky get more abilities?
Lickilicky has only one decent ability, Cloud Nine. Outside of the abilities it has, here are some potential others that can be granted:

Ground and Psychic are the most obvious ones, followed by Electric and Fighting, and Water and Rock, and ultimately Ice, Fire, Dark and Steel.
But since Lickilicky's movepool is so large, it can theoretically become any type besides Bug and Fairy.
