1.Stats: Should Poliwrath get a stat boost, Evolution, Mega Evolution or nothing?

Poliwrath has 510 BST, which seems to be the highest stat for non-starter amphibians. It can get more stats, but it is safe to expect it not to, especially since it already had +10 boost. However, Poliwrath can get a bit more stats so it has a stat over 100.

Poliwrath cannot evolve further.

A Mega would be good, because Poliwrath has terrible stats.

2.Should Poliwrath get more abilities?

Probably. Poliwrath's abilities are below average, so it would be better if it got more abilities, such as:
