1.Stats: Should Blastoise get a stat boost, Evolution, Mega Evolution or nothing?
Blastoise can get +10 BST.
Blastoise can get a side-Evo or a side-Mega, because it is far too balanced.
2.Should Blastoise get more abilities?
Blastoise would love Drizzle and Sheer Force. So yes.
3. Should Mawile get more moves?
Nasty Plot and Recover would be good. Drain Punch would be better.
4.What additional typing Blastoise can have?
Dark, Fighting and Rock are options, but Ice, Dragon and Steel are also options.
